An unstable environment has become the norm among overseas import restrictions, tariff impacts and fluctuations in the domestic market.
"All of a sudden, if you're running a business, nothing is stable," said Bernie Lee, a research analyst at the Waste Recycling Industry Association (ISRI). But in this turmoil, there are many factors that seem destined to drive the market up in the coming years.

He cites the example of a recycling company that invested $10 million in equipment and facilities, but no formal agreement to guarantee the quantity or price of future deliveries to the market.
